The theoretical and methodological foundations of the development of intellectual resources in the modern institutional environment of the Republic of Belarus are investigated. The key role of intellectual resources in the structure of the innovation activity of the national economy is theoretically and empirically substantiated. The author's theory of the development of intellectual resources and the method of evaluation are proposed. The concept of institutional marketing has been developed as a practice-oriented mechanism for the development of intellectual resources of the Republic of Belarus.
