This book contains a brief overview of the results of the survey concerning development of democracy and the process of democratization in Estonia - a joint project of the Institute for International and Social Studies and EuroUniversity. It was organized in 1998 in the context of the international collaborative research program "Development of Democracy and Local Governance in Belarus, Estonia, Latvia, Lithuania, Russia and Sweden" initiated by Goteborg University in Sweden. The publication gives the opportunity to observe the beliefs, values and behavior of local officials in Estonia today.
