The presented monograph is devoted to the study of federalism, its meaning and values, role, genesis and prospects of development. States as federations are stable and dynamic at the same time, the flexibility of the state structure allows transforming the division of power vertically, taking into account various factors, without changing the very form of federal statehood. The binarity of centralization and decentralization, compromise between national and territorial federation, competition between legislative, contractual and judicial tools for resolving disagreements, optimization of the limits of federal intervention and the introduction of subsidiarity in the delimitation of powers vertically, the optimality of models of financial federalism, federalism and civil society - these problems are relevant for all modern federal states.
