The reader is proposed a dissertation by the outstanding Estonian scientist, Master degree in Informatics, Heiki-Jaan Kaalep, the head of the Laboratory of Artificial Intelligence and the researcher of the Department of General Linguistics of University of Tartu. In his monograph Kaalep H-J. describes the Estonian language technology development in 1991-1998, which has been tightly connected with creating language resources and theoretical problems in computational linguistics.
