Domestic and foreign experts point out that there is a sign of equality between culture, especially natural and cultural heritage and tourism, as well as the way of life in a preserved environment. In terms of content, cultural policies deal with this broad interdisciplinary field, the connection between culture and tourism. In functional and administrative terms, the same area is organized for the most part through three public policies: culture, education and tourism. Therefore, Nancy Ivanisevic's book "Broken Mirror: Decentralization of Cultural Policies in the Croatian Way" deals with communication between their stakeholders with an emphasis on the relations between those most responsible for the functioning of the system, the central state administration bodies. Relevant world experiences, of which the French governance model is presented here, point out that partnership between different stakeholders is a necessary basis for achieving synergies at all levels, emphasizing the exceptional importance and role in the field of identity preservation and development, as well as significant economic effects.
