The author of the study for the first time in Russian historiography uses American diplomatic sources devoted to the key period in the history of the relations between Russia and the United States in the XXth century – from the Revolution of 1917 until the Second World War. During this period, the U.S. foreign policy in the Russian direction underwent major changes - from preventing the independence of the Baltic States from Russia in 1918-1922 and till non-recognition of its incorporation into the USSR in 1939-1940.
