The proposed monograph is the first scientific work in Russian and foreign historiography devoted to the ideas of Russian civil and military bureaucracy connected with the national security threats in Balkazia (Balkan Mountains, Caucasus, Asia) that existed during the period of 1900-1914. Much attention is paid to the stereotypes that influenced greatly upon the structure and hierarchy of threats. The work is based on unique archival, publicistic, statistical and cartographical material.
