This edition is devoted to the First Azerbaijan Democratic Republic (1918-1920). It is based on archival documents and covers the process of Parliament formation in the young independent state, tendencies in the foreign policy and the development of the national army. Volume 2 presents all legal acts (with commentaries) passed by Azerbaijan parliament and other official bodies of authority. It is probably the most comprehensive and fundamental historical edition published in Azerbaijan in the 90-s.
