This monograph attempts to study the historical and legal aspects of the anti-terrorist policy of the Russian Empire during the reign of three emperors: Alexander II (1878-1881), Alexander III (1881-1894) and Nicholas II (1894-1912). The study is distinguished by an integrated approach to the study of the legal foundations of the fight against political terror and the analysis of the operational search practice of the police department units.
