He studied, worked, and during the period of 1938-1945 worked for the communist party in the Soviet capital. During the hard years of the Great Patriotic War (1941-1945) Shcherbakov was the secretary of the Central Committee of the Communist Party of the Soviet Union (Bolsheviks) and headed the General Political Administration of the Red Army and Soviet Information Bureau. He played a tremendous role in the success of the Soviet troops in the defense of Moscow in autumn - winter, 1941.
