Russia’s alcoholic problems result in a number of deaths and damage social sphere, demographic and economic development. According to the experts’ reviews annually about half a million of Russians die because of alcohol. Analyzing alcoholic policy of many countries the experts reached consensus upon the measures to help to reduce alcohol consumption in general, as well as consumption of hard alcoholic liquors. The most effective measures include formation of public opinion, tax increase, prohibition of selling alcoholic drinks at night, reduction of the number of points of sale of alcohol and, finally, establishing state monopoly for retail sale of alcoholic drinks.
