The book is based on the materials of seminar of heads of legislative (representative) bodies of state authority of subjects of the Russian Federation that took place in 2002. Role of legislative bodies of regions as subjects of law of legislative initiative held the meeting. A number of objective and subjective factors that decrease effectiveness of consideration of legislative initiatives in the State Duma were analyzed. The main directions of further cooperation between regional legislative bodies and the State Duma and ways to increase the quality of lawmaking process were determined by participants of the seminar.
