According to the authors' opinion, Russia develops in spurts owing to its climatic conditions and geographic situation. It is either backwards, or ahead of other states. In S.Valiansky and D.Kalyuzhny's judgment, the Russian leaders of the 1990s rejected the history and traditions of Russia. Having taken the possession of Russia's riches with the help of privatization, they involve Russia into the "world market", thus transforming it into the province of the Western world.
