The monograph is devoted to research of a condition of xenophobia, intolerance and discrimination on the basis of religion or belief in subjects of the Russian Federation in 2006 — to first half 2007. In the book the international and constitutional-legal guarantees of protection against intolerance and discrimination on the basis of religion or belief are resulted, some methodological approaches to the decision of a problem are considered and the key conceptual and categorical instrument is presented. Research contains the systematized facts of religious xenophobia, intolerance and discrimination as well as violence on their basis. The problem of religious education in both state and municipal school as well as infringements of the rights of parents and children on education and formation according to own belief are considered. Major factors influencing on a level of xenophobia, intolerance and discrimination are analyzed in details: a situation at a level of a science and formation; a quality of the legislation, a tendency of lawmaking; problems at a level of judicial and investigatory practice; a policy of federal and local authorities; a position of political actors, the public and religious organizations, mass-media as well as a condition of legal assistance. According to the results of the research, recommendations on changing the situation to the best are developed.
