The author of the letters is N.F. Petrovsky (1837-1908), an officer and a former prisoner of the Peter and Paul Fortress, send for service as an agent of the Ministry of Finance in the Turkestan general-governorship in 1870, and in 1882 appointed the first Russian consul (then Consul General) in Kashgar. The letters contain information about the Russian-Chinese relations, research on East Turkestan (Western China), etc.
