The proposed report rests upon two main postulates: from the one hand, by recognizing the fact that commercial banks become an indispensable part of the modern Russian economy, and from the other hand, Russian banking system should be fundamentally transformed. In the authors' opinion, along with the existing commercial banks, new ones should be created.
