The monograph, on the basis of normative acts and historical sources, examines the reasons and conditions for the emergence, changes in the functions performed and the structure of the Governing Senate of the Russian Empire as a body with universal competence in the period from 1711 to 1917. Special attention is paid to a specific institution - senatorial audits carried out by senators for almost two hundred years and which stood out among other forms of state control and supervision of the historical era under consideration.
