The work shows that the current and proposed reforms of the structure public expenditures in Russian housing and communal sectors should produce more targeted distribution. The two types of changes in financing this program are considered: the elimination of direct subsidization of households on payments for apartment maintenance and public utilities from the regional budgets and the elimination of cross subsidization of such utilities as heating, electricity, and gas.
