One of the most urgent issues of modern management in the field of the system management of social and economic objects and processes proceeding in social-type objects is considered in this work. Municipal units are the most popular form of social organization of the modern society. The system analysis, structural system method and modeling of structures and organizational management systems are used to study such objects. Such approach allows practically studying such social and economic objects and modeling their structural components and elements which constitute municipal units. The modeling allows practically developing new structures and system management of municipal units as social and economic objects acting on the self-organization principles with the framework of market relations.
