The book is devoted to the development of the Soviet state and law from 1962 to 1984. In the period under review, the formation of the council of law was completed, the socialist state entered an era of stagnation. At the same time, important events took place, both widely known and not often striking, but influencing the development of national i dignity and law: the Kosygin reform, and a little later the constitution; reform of the 70s; the emergence of dissidents and human rights defenders; and, finally, the systematization of legislation of the 60s and 70s, accompanied by heated discussions about the system of Soviet law, its branches, an attempt to create a Code of Laws of the USSR.
