Its author - one of the leading XIXth-century Russian philosophers and public figures, B.N.Chicherin, conducted pioneer researches in Russian social science and is considered one of the founders of "Governmental School" in Russian historiography and founder of theories "Enslaving and Liberation of Classes" and "Liberal Conservatism".
