The book is devoted to Sergei Nikolaevich Ermakov, whose greatest aspiration was to make the city of Ulyanovsk beautiful, well-maintained, and its residents happy. He was twice elected head (mayor) of the regional center, in 1990–1996 and 2004–2010. His experience as an administrator, manager, and economist enabled him to accomplish much during politically and economically challenging times.
