In September 1946, the Supreme Soviet of the BSSR adopted
Law on the five-year plan for the restoration and development of the national economy of the republic for 1946-1950, which was an integral part of the all-Union plan. By the end of the five-year plan, the industrial production of the BSSR was to not only reach the pre-war level, but also to exceed it, and most
significantly in the field of mechanical engineering, energy, peat extraction. In 1944, the Soviet government allocated 490.7 million rubles for the restoration of the economy of the BSSR, in 1945 - 1200 million rubles. In 1944 - the first half of 1945. The BSSR received 37 metalworking plants, complete sets of equipment for automobile, bicycle and tool factories in Minsk, glass factories in Vitebsk, Gomel and Minsk, for the Mogilev artificial fiber factory, the Orsha linen mill, etc. Thousands of national economy specialists arrived from Russia, Ukraine and other republics . In turn, thousands of young men and women from Belarus went to logging, construction, restored mines and shafts.
By July 1945, more than 8,000 industrial enterprises, workshops, and artels had been restored in the republic. By February 1946 there were
restored more than 10 thousand km. railways, 1735 bridges. From the second half of 1944, 72 power stations began to operate.
In September 1946, when the Law on the five-year plan for the restoration and development of the National Economy of the BSSR for 1946-1950 was adopted,
The republic's economy was in a dire state. Its industry in 1945 produced only 20% of the pre-war volume of industry. The population was in dire need of housing, clothing, footwear,
essentials. There were not enough workers. At the cost of great efforts, by the end of 1950, the industry of the BSSR in terms of gross output exceeded the pre-war level by 15%, and in the Western regions of Belarus almost 2 times.
