The book explores the impact of hygiene and medicine on people's lives and on poverty in the period between the two World Wars. Poverty seemed like a revolutionary threat back then. It was both a political and an epistemological problem; the question was not only how to control poverty but also how to define it terminologically and make it subject to regulation and management.
