The next volume in the series "Documents of the Soviet history" is devoted to people who were on the "edge" of the Soviet society and to government policy towards them. The authors focus on such categories of people as beggars, homeless people, vagrants, homeless children, prostitutes, alcoholics, criminals and other representatives of the marginal groups. The collection reconstitutes the process of developing legislation against "persons leading anti-social, parasitic way of life" and its application.
