The proposed book contains Aula lecture of Tartu University by Kai Olaf Lie, Professor of the University of Oslo and ambassador in Estonia. In his report Lie O. K. traces the history of Norwegian policy, including the latest referendum process, and analyzes the present situation of the state. He pays special attention to the role of Norway in the relations with the European Union. He investigates the political and economic background for Norway - EU relationship.
