The book sheds light on fruitful creative activities of the world-known theorist of city-building N.A.Milyutin. Being a professional revolutionary, Milyutin held some high state posts during the early years of soviet power. He was also the head of the Government Commission of New Cities Building in 1928. Having analyzed a number of projects and proposals on the layout of new cities, in 1930 Milyutin published an original structural scheme of an industrial city planning – a continuous-functional system.
