The monograph presents some important and insufficiently studied pages of the history of the Soviet state in the 1920s. After the Civil War and the drought of 1921 and 1921-1922 the country's top leadership, which was part of the Political Bureau of the Central Committee of the All-Union Communist Party (Bolsheviks) and the Council of People's Commissars of the USSR, began to restore the economy and solve the food problem. Seven years of intense experiment went down in our history under the name “new economic policy” (NEP).
