In the 1960-s the USA governors set a task to control American citizens without resorting to coercive violence. In the 1950-s the American scientist Arrow proved the theory about the collective choice to be groundlessness. Under democracy the power does not belong to people. Different conceptions, which do not exist in reality (e.g. globalism, postmodernism, stable development, post-industrial and information-oriented society), are introduced in people’s consciousness. But many processes progressing in the society complement each other.
