The present volume is a collection of documents dealing with the Soviet penal system. Soviet penal institutions such as VCheka (All Russian Special Commission for Combating Counter-revolution, Sabotage, and Speculation), GPU (State Political Administration = the secrete police), NKVD (People's Commissariat of Internal Affairs) were used as an effective tool for the state government and dictatorship consolidation.
