The status of local self-government bodies largely depends on its structural-organizational and competence blocks. This monograph is devoted to organizational aspects of the formation of municipal bodies and the participation of the state in these procedures. In particular, in the appointment and selection of persons occupying municipal positions. The work investigates the essential characteristics of certain, including poorly studied and at first glance invisible, mechanisms of power centralization. A number of problems related to the defectiveness of the categorical (conceptual) apparatus are revealed. Some principles of interaction of various components of public power are outlined for the purpose of their possible further study. The existing models and schemes of governance in different types of municipalities are classified. The organizing nature of responsibility in the system of local self-government and the problems of temporary exercise of local self-government powers by public authorities are revealed.
