The author is a former Chairman of the Committee on Legislation, a member of the Presidium of the Supreme Council of the Russian Federation and a member of the Constitutional Commission. In the form of public speeches, articles, interviews, diary and notebook notes, as well as documents tell about the initial stage of development of Russian parliamentarism, the immediate predecessors of the current Federal Assembly of the Russian Federation - the Congress of democratically elected people’s deputies for the first time and the permanent Supreme Council of the RSFSR (Russia).
