An analysis of the system of regulatory support for the process of digital transformation of education at the federal level is carried out. The results of a three-year cycle of monitoring studies of the results of the implementation of digital transformation of education in schools in the Ural region, including in conditions of mass access to distance learning during the COVID 2019 pandemic, are presented. A fundamental model of the central education center is formulated in verbal and graphic format, a system of recommendations is proposed for correcting the digital education process, taking into account identified problems.
