The book offers a comprehensive view of changes in public care for the poor and socio-political measures in the Habsburg Empire and Czechoslovakia from the mid-18th century to the mid-20th century, including the influence of political regimes during the Second World War. It indicates the development of social protection from Christian mercy to communal and state politics, while drawing attention to important similarities and differences between the territory of Slovakia and the Czech lands. The authors examine various forms of traditional social assistance, such as church charity, philanthropy of the nobility and burghers' charitable associations, as well as self-help and trade unions, and show how state power gradually entered this area, while the primary motivation was not help in times of need, but the protection of the safety of the majority society. While the majority of previous works mapped milestones leading to the so-called welfare state, the example of the Czech lands and Slovakia shows that until the middle of the 20th century, the state remained in the role of regulator of a varied range of forms of social assistance operating side by side with the predominance of the non-state sector. In this book, the attention is focused on this combined model of social protection, which can be very inspiring even for the present.
