What is the time mark of the Bipolar World is a question which still causes discussions. This monograph gives a different answer from the popular one and the transition to it is situated in the decade before the "Big War" (World War 1). Why the first global conflict is called "Big War"? To this question it also looks for an answer. In order to give one of the possible ones, it studies the foreign policy of the leading European countries (Germany, France, Great Britain, Russia, Austro-Hungary), of the USA and of Japan. By modeling of theoretical construction it follows the transition between two international systems and it reveals forming of two power centers (poles) in the world policy. They define the structure of the international environment for a century and the long-turn perspective of the Bipolar World.
