Establishing a presence in the interstate arena is not solely dependent on military success. It is a fundamental requirement for all states that want to preserve their existence, territorial integrity, and most importantly, their prestige, to master the art of diplomacy in addition to their military successes. While ambassadors, the fundamental element of the mind game called diplomacy, are often mentioned, permanent representatives are often the first to come to mind, but the real pawns are actually exceptional representatives. Unlike permanent representatives, these individuals are obligated to fulfill the requirements of both politics and ceremonial matters simultaneously. This type of officialdom, which at times requires walking a very fine line, came to the fore especially between the Ottoman and Russian states, where relations were strung out on a thread, and even provided more benefits than permanent ones. This study examines the ups and downs of the relationship between these two border neighbors, which took on a variety of forms, primarily delivery of letters, congratulations, visits, news of accession, or the delivery of gifts and decorations. However, it is intended to clarify how he shaped the extraordinary sending of representatives, which is essentially a political move, regardless of its apparent purpose, and also to reveal the protocol rules applied by Russia.
