The edition contains the reports of K.E. Voroshilov in the Central Committee of the All-Union Communist Party of the Bolsheviks on the state of the Red Army and perspectives of its development made in May and October 1939. The author of the book claims that in spite of this reports very little was done for reinforcement of the army.
