The report presents the documents and materials relating to the Russian regional and local elections held on March 13, 2011. Particular attention is paid to violations of the principles of free and democratic elections at all stages of the campaign. All of the documentary materials are systematized and analyzed for their adherence to the Russian electoral law. The last part of the report presents the methods and results of examination of the official electoral statistics.
