For the first time in an economic publication, the activities of Turar Ryskulov, who contributed to the practice of public administration and became one of the founders of economic thought in Kazakhstan, are presented. T. Ryskulov, as a statesman, former active revolutionary, participant in the 1916 uprising in Kazakhstan and Central Asia, leader of the Turkestan Republic, Chairman of the Council of People's Commissars of Russia and representative of the Comintern in Mongolia, played an outstanding role in state building and social development of the Soviet state in the pre-war years. The study of the economic legacy of T.
