The monograph of Evgeny Evgenievich Tonkov, Doctor of Law, Doctor of Pedagogical Sciences, Professor, Honored Lawyer of the Russian Federation, contains a generalized cycle of his works published at different times, devoted to the study of problems of state activity that arise in the process of legal regulation of public relations. The author put forward and substantiates the idea of a state creating as an alternative to an autocratic state, presents a theoretical analysis of the human rights function of the creating state, reveals its signs and principles of human rights activities. An original classification of legal forms of state activity is developed. The validity of introducing into the scientific circulation and inclusion of new complex branches of law into the system of law is considered, which often happens contrary to generally recognized rules of the legal technique and principles of building the legal system.
